Position Summary: Reporting to the VP, Controller, the System Director of Accounting plans, develops, organizes, directs and controls the operation of the Accounting Department of Central Maine Healthcare (CMHC). Operation of the Accounting Department includes General Accounting, Accounts Payable, and Payroll. Performs financial duties required to direct the business affairs of CMHC. Coordinates a system level response to financial business issues. Manages the general ledger and subsidiary ledgers to meet GAAP, SOX and taxation requirements, as well as interfaces from multiple computer systems. The System Director is responsible for the on-going development of the General Ledger system, reporting of Retirement Plans and taxation rules. Prepares financial and statistical reports, and contributes to the financial policy decision-making. Oversees accurate and timely reporting of financial information, payroll processing, and accounts payable processing. Oversees the development of procedures to audit data integrity and reports opportunities for improvement to the VP, Controller. Coordinates the year-end audit. Directly manages the supervisors of General Accounting, Payroll, and Accounts Payable.

Essential Duties:
--- Responsible for the accuracy on a monthly consolidating financial statements with a 5 business day close.
--- Ensures all Balance Sheet accounts are reconciled on a monthly schedule.
--- Coordinates the annual audits of financial statements, pension and UFR with appropriate auditors for timely and complete audits.
--- Audit footnote completion with roll-forwards on all investments are completed annually.
--- Calculates the debt covenants on a monthly basis. As well as maintains and reviews the monthly.
--- Maintains FASB/GAAP technical guidance with all staff for the best results.
--- Works with the VP, Controller for cash forecast and weekly check runs.
--- Coordinates the completion and payments of the annual 990's, 941's, 720's and all other taxation matters.
--- Records the investments in the appropriate category of Endowment, Specific Purpose and Board Designated funds. Will ensure the Spending Policy is adhered to.
--- Responsible for attaining all agreed upon position specific goals and objectives within the specified time frame as part of the organization's overall objective program.
--- Responsible for operational efficiency and excellence within the department to ensure that the department delivers timely, quality services in accordance with applicable policies and procedures and professional standards.
--- Consistently manages all departmental operating activities so that quality services are provided in an efficient and effective manner meeting all applicable regulatory licensure and accrediting regulations.
--- Develops and maintains an effective quality assurance program to regularly monitor and control departmental services according to JCAHO and other regulatory agencies' requirements.
--- Develops and maintains departmental productivity measurements and adjusts resources to meet hospital and departmental standards, as requested by Supervisor.
--- Follows established safety management policies to ensure safety standards are achieved according to the requirements of regulatory agencies.
--- Responsible for effective human resource management within the department to achieve quality and positive employee relations.
--- Consistently and fairly interprets and enforces human resource policies as observed by Supervisor and Human Resources.
--- Maintains effective and appropriate staffing as evidenced by ongoing budgetary analysis.
--- Conducts effective and timely employee performance appraisals consistent with Human Resource policy.
--- Effectively conducts employee disciplinary procedures with appropriate documentation in consultation with Human Resources, when necessary, and in accordance with established guidelines.
--- Selects qualified employees for employment according to employee relation's laws and guidelines.
--- Monitors employee turnover, overtime, and absenteeism for the department, and provides justification as requested by Supervisor.
--- Provides ongoing training for employees including orientation and in-services according to hospital policy and employee and organizational needs.
--- Interacts with staff in a coach role, supporting, giving guidance, and facilitating problem solving, conflict management, and self-direction.
--- Responsible for effective fiscal management of department operations to ensure proper utilization of hospital financial resources.
--- Investigates and suggests to Vice President alternatives to the established budget depending on shifting demands of resources.
--- Recommends cost savings or revenue generation through innovative methods within area of responsibility or another area of the hospital.
--- Maintains an adequate inventory of supplies and equipment, as appropriate, to meet the demands of the department as demonstrated by department standards.
--- Responsible for effective marketing of hospital and departmental services, and acts as an "ambassador" to all potential customers.
--- Interacts with internal and external customers to promote a cooperative environment throughout the hospital.
--- Serves as a role model for all employees by adherence to, and positive attitude towards, all hospital policies, programs, and activities.
--- Responsible for communication within the department, as well as across departments, to ensure that information is shared for effective operations.
--- Seeks out, understands, listens, and conveys clearly, information, as needed, in written and verbal forms.
--- Holds regularly scheduled staff meetings and provide minutes to staff as required by JCAHO.
--- Investigates and responds appropriately to all complaints, and takes effective corrective action, when necessary, in accordance with hospital policies and procedures.
--- Demonstrates ability to identify and resolve interpersonal or professional issues when dealing with members of the organization.
--- Consistently demonstrates tact, courtesy, and a positive attitude in communication and interaction with other employees, visitors, physicians, and the public. At all times represents the department and the hospital in a positive manner.
--- Demonstrates willingness and ability to initiate and implement and support organizational change.
--- Responsible for professional educational development to ensure appropriate knowledge of advances in the profession
--- Maintains and displays appropriate knowledge of developments in field through literature review and/or by attending professional meetings.
--- Attends and participates in all hospital management training and development workshops as scheduled by the hospital.
--- Identifies personal and professional areas for improvement, and actively seeks out ways to meet hospital developmental needs.
--- Consistently accepts and effectively fulfills, with a positive attitude, additional responsibilities as assigned by Supervisor.

Education and Experience:
Bachelor's Degree (or equivalent), field of study relevant to position or in management-related discipline. Five to six years' experience in specialty area of the department; extensive knowledge of professional discipline. Supervisory experience desirable. Healthcare experienced desirable. CPA desirable.
